LYNWOOD, Los Angeles County — October 25, 2026. Lynwood’s City Council voted on several services and public works proposals at its October 20, 2026 meeting, including a contract for school crossing guards and authority to seek construction bids for alley improvements. The city has posted a detailed official recap with meeting audio timestamps, allowing residents to check both decisions and the underlying discussion.

School crossing guards at 14 locations

The city reports a 5–0 vote awarding All City Management Services a 32-month contract for crossing guard services at 14 locations. The agreement runs from November 1, 2026 through June 30, 2029, with a maximum listed cost of $1,141,143 and an option for a one-year extension. Council also directed the city manager to raise cost sharing with the school district. The approved spending ceiling is not a claim that the full sum has already been paid.

Seven alleys: Plans approved, construction bids still needed

The Council approved plans and specifications for the Community Development Block Grant (CDBG) Alleys Improvement Project, covering seven alleys. The recap says the city authorized the use of prior-year CDBG appropriations not to exceed $1,247,970, along with advertisement of the project for construction bids, by another 5–0 vote. That is authorization to advertise bids, not confirmation that a construction company has completed or even begun the work.

Other actions from the meeting

The Council also authorized execution of a Southeast Water Coalition joint-powers agreement, subject to legal review, and appointed representatives to the coalition. A separate vote awarded Phoenix Group Information Systems a three-year agreement for processing parking and administrative citations and online parking-permit services, with an annual listed price of $325,000 and a total not to exceed $975,000.

The official recap distinguishes these recorded votes from a workers’ compensation settlement discussed in closed session, where the city attorney reported no final reportable action.

When is the next meeting?

The city identifies Tuesday, November 3, at 6 p.m. at the City Hall Annex Council Chambers as the next planned regular session. Confirm the latest agenda and location before attending; meeting plans may change.
